    obviously there is a limited amount of Talons and some hits had higher priorities than others which is why the mayor got 2 Talons instead of just one

    Look, even if Bruce is a skilled fighter. Even if they knew he was Batman.

    They sent one Talon to get Gordon, the head of the entire police force! They sent one Talon in a freaking army base to kill a freaking general!

    The point is that Bruce already survived their first attempt, is known for being friends of Batman, and is the heir to the family the Owls seem to view as their number 1 enemies. That's plenty of reasons why they'd send a good amount of them after him, he's the most likely one to need it.

    There are less than 40 targets and according to Snyder, they have about 100 talons. So I really think they can and should send more than one talon for an army general and Gordon.
    By the way , in mayor's case, they also have other target.

    i am going to argue this
    all the targets didnt knew that they were going to be attacked, they were planned as sneak attacks, small and quick, the attack on Batman was bigger and with a different intention
    they needed to make sure that all was destroyed to make an example of him

    No, Snyder has said they have almost 60 Talons. They don't outnumber the targets by that much.

    This makes sense to a certain extent considering if Bruce goes down it'll resonate more in Gotham.

    I could understand sending more talons assuming Batman Inc is still in continuity and Bruce is publicly supporting Batman. If that's the case though, maybe they should've sent more than one in the first place?

    Why's everyone complaining? who cares it's a well done story. And complaining about cheesy in a Batman comic is like complaining about a laugh track on TV. It doesn't work. The concept of Batman is inherently cheesy
