Nightrunner, the Catwoman team-up in Japan, Stephanie Brown in Leviathan Strikes was certainly one of the best issues or at least if it had been an issue it would have been one of the best.
Probably just for shock and awe the return of Cassandra Cain under a new moniker got my vote. Despite not being that important or featured. Just by principle.
Though KATHY Kane, Kate Kane. INC has had just some of the best stories from Batman. The whole run is wicked cool.

You should have left out the members of the batfamily. I couldnt help but vote for Stephanie. That was one of the best Batgirl stories i've ever read.
From non bat family members i'd go with Mr Unknown or Gaucho.

Que? For most the poll, Steph was leading or equal with Cass. Its only now anyone has a clear lead seemingly.

I don't see how anyone could have read the series and not have voted for Red Raven. Not only was that particular issue probably the best Bat-issue of the past decade, but Red Raven proved himself to be everything Dick Grayson wishes himself to be.

What I liked most about Batman Inc. was seeing all the international heroes, I dreaded seeing standard Gothamite Batfamily members show up.
It's hard to choose just one of the International heroes, I really just want to see more of them all.
