Boo to the voters. The Big Wheel is way better than Hypno Hustler.
The real top 3 is about what I think we all expected.
And the reason we all love Norman is because he murdered Gwen. (We love you, Norman!)

I'd actually put Ock and Harry Osborn above Norman.

However, I do agree that the only reason why the Green Goblin is #1 is because he killed Gwen; otherwise, Doc Ock would be #1 instead of #2, as Ock has so many similarities and contrasts to Spidey to make him ideal arch-nemesis.

The Norman pages should have been his soliloquy from the Ellis Thunderbolts run. A true villain rant if ever there was one.

Even before he murdered Gwen, Norman had a lot going for him. He was Harry's father and technically he was the reason Peter and Harry had that apartment together. How many other supervillains were also the landlord for the hero?
Doc Ock's got a nice inversion of Peter Parker's situation. But there isn't really any personal connection between Peter and Otto. (Spider-Man 2 definitely corrected that oversight. Even the 1990s Spidey series had Peter sort of fanboying over Otto in the beginning.)

Last chance? Quit what?
Norman brings a lot of drama to Spider-Man's world. The Spider-Man comics wouldn't have been as interesting if Norman wasn't around. I appreciate all the drama and excitement Norman has brought to Spidey's world. From being Harry's father to The Clone Saga to killing Gwen (but especially for killing Gwen. That brought SO much drama to these comics).
And I'm not the only one who loves Norman's contributions to Spider-Man's world since fans just voted him the #1 Spidey villain.

Yeah, I do agree that the dynamic of Norman claiming he does what he does for the sake of his family while also seeing Peter as the son he would have liked to have had combined with Harry's love/jealousy he has towards the person he sees as akin to his brother certainly also makes the Green Goblin stand out as a villain. Plus, if you think about it, the Osborns are essentially the kind of family Peter dreamed of belonging to, yet who lacked the values that his true family of Uncle Ben and Aunt May had bestowed on him, which adds another layer.

Yeah. There's always been a personal relationship between Norman and Peter because they were connected in their costumed lives and their civilian identities. It really did bring a lot of drama to the comic. (Although I think they overplayed the amnesia angle.)
