Are all these high end Wu their standard equips?

Depends on when in the show you take them.

In the episeodes I saw, they tended to have their elemental Wu as a standard, and whatever other stuff they had because of the plot (the exact cahce tended to change up as the villians stole some from them or they stole ones from the villians or recovered new ones) tended to get thrown in.

I don't know, he has the running across falling debris while the train falls.

It's been awhile since I saw it, but I think that they've done stuff like that too, especially during showdowns.

And their arsenals tended to be pretty random outside of their specific elemental Wu, they at least used to carry stuff like the Serpent's Tail (intangibility) fairly regularly IIRC.

Let's not forget that Mustang can explode eyeballs with a simple snap of his fingers. Unless Team Xiaolin can speedblitz Roy before he does this, it's a simple victory for Team FMA Brotherhood.

The eyemelting is a precision move, and the Wudai Warriors are a lot faster and more agile than Envy was (at least in that scene), so its gonna be hard getting a bead on them. Also, I dunno how effective Roy will be if Raimundo can start using his Sword of the Storm to start chucking tornadoes around, or if Omi floods the area with the Orb of Tornami.
