The reason it's cheaper there is that they're not sue-happy like the U.S. and don't have to have piles and piles of malpractice insurance. That and American doctors and dentists like to make lots and lots of money. Mexico isn't South America, either. It's not a third world banana republic. In fact, much of South America isn't anymore, either.

I've got a couple of mates who're travelling around the world. They started 18 months ago, but had to come back to England for a short while because, get this, whilst in India on of them fell out of a moving train.
He hit the back of his calf on the footplate and butterflied all his lower leg down to the bone and lost all the flesh on his heel. Doctors said if he'd have broken the bone he'd have lost his leg.
When people back home heard what had happened, the overriding concern was whether he'd get decent medical treatment in India.
He was in Delhi for christsake. Its a modern city, with modern facilities and home to some of the best doctors in the world, but to some people they had the image of a guy in white robes saying "Oh deary, deary me" whilst standing in a mud hut.

Yes, all of them. I know a few victims to speak from experience. Chances are, you know some victims, too, but they won't ever tell you because they're afraid you won't believe them. Or that you'll make jokes about it, or otherwise demeaning their trauma.
And those stats entirely back his claim.
Oh, by the way, rape is a problem in the military.

The ones that have been ignored by police officers, let down by a justice system not prepared to take their claim seriously, villified by defense lawyers for what they wore, who they were or the fact they may like a drink from time to time, and ridiculed or harranged by family and friends of the person that raped them.
Even those that get convictions are not immune from people thinking that they've made it all up, as the Ched Evans case shows.
Society itself has a culture of complicity for rape.
