Unless Eddie has some solid speedfeats to his name, Frank likely shoots the heck out of him in the arena. Doesn't help that Frank's costume is bullet-resistant.

Really, that's not how this works.

It would be utterly PIS (Plot-Induced Stupidity) for Frank to engage in HTH combat when he can shoot the Comedian full of hole from distance.

Out of Dr. Manhattan, the Watchmen characters tend to be more "realistic" feats wise, with only Ozymandias' reflexes coming to the same actual level "street levelers" in the MU and DCU tend to operate at. Punisher's much better weaponry, damage soak, armor, skill, reflexes and experience against enemies who would mulch the Comedian give him the win 9/10.

So, the Punisher uses hand to hand, which isn't his standard MO (though he isn't bad at it) and doesn't use a knife up close, and this is the real kicker.

Frank is nothing if not methodical in his mayhem, there is no way that this scenario would happen without Punisher acting severely out of character. In fact there is no reason he wouldn't just shoot the Comedian. With the guns that he has a lot of.

Comedian is totally out of his depth, particularly since he only gets a handful of issues for feats whereas Punisher has an insane amount of appearances to his credit. In fact what feats did the Comedian even have (aside from getting thrown out windows and dying)? Punisher wins 9.9/10.

Frank isn't going to turn his back on an enemy until he knows the guy is dead. And the other guy is a rapist? Frank won't stop beating the guy until he's broken every bone in his body, some of them several times over. And you don't want to know what Frank will do the Comedian if he finds that taser.

Really, Comedian doesn't bring anything to the table Punisher hasn't overcame before. I could see him taking Frank down in a scenario hunt operation backed by the government, preferably sniping him from a good distance, but even that's iffy, since Frank doesn't fall into traps easily, and the success would rely more on what can the agency backing Comedian up supply than on Comedian himself.
