I am in complete agreement with D@n. (when's the Mayan end of the world date?). I've made this point in every phoenix thread. That the Phoenix is a cosmic universal force that existed prior to Jean and would have existed if Jean had never been born (allowing for some special phoenic-y aspects of Grey DNA) is the only interpretation that makes ALL elements of the Phoenix history congruent and fit a coherent narrative.
Unfortunately, Henry is just going to come by and reference half a panel of a Classic X-men story involving a hallucinating Jean talking to herself and argue that it takes precedence over every thing else Marvel has ever printed on the subject.

Jean says they are one in Endsong. Death said the same thing. By now, you must know the related issues as Henry T.
Even Brevoort, who hates Jean, says the the DPS was pretty much Jean.
Sorry Brevoort, Alonso and Lowe, but Jean Grey is a classic character. She'll outlive you regardless. :)

There are Phoenix threads for this. Jean was always connected to the phoenix force in a way that made Jean Always the PF. However, the Phoenix Force was NEVER just Jean. Phoenix is a cosmic force that has always existed, has had many prior and future avatars, and would have carried on fine had Jean never been born. Jean was always connected to the PF, The PF sleeps around.

I think that the main reason why Jean fans get mad when Phoenix is assigned to other characters is that Phoenix was the only interesting thing about Jean. Remove Phoenix and what you have? Perfect Jean. That's so boring.
Phoenix is more like a curse for fun characters like Hope and Rachel.

It wasn't hinted at -- it was stated out right that Phoenix/Jean Grey of Earth #811 never put her original body in a cocoon at the bottom of Jamaica Bay by Rachel herself (flashback) In the #811 timeline there was no Dark Phoenix.

The point of the original story was that Phoenix was just Jean's ultimate potential, and that a human mind couldn't cope with that much power and she went mad.
Retconning it into being a separate creature that possessed or replaced her was always a mistake, destroying the point of the original story.

IMO, in the original saga, you can read it as you want. I am more inclined to think it like MichaelChen says, but the Shiar mention the chaos-bringer-don't-know-what else-entity.
