Im gonna give the edge to Action. I wouldnt count myself as a Morrison fan but ive loved this run so far.

The only good thing about Action Comics have been the Sholly Fisch back-ups.

Action Comics. It really is a consistently enjoyable book for me and I'm excited for next weeks issue and the Nimrod arc.
Morrison wrote DC 1,000,000 which I liked. His Action run has been way better than I thought it would be. The rest of his stuff I could take or leave...mostly leave.
Azzarelo wrote 100 Bullets, one of the best noir comics out there. Most of the rest of what he's written has been disappointing to me. And, in the end I put him in the category of writers who doesn't "get" Superman. Two mediocre Superman outings in my opinion.

Wonder Woman is the most improved book of the relaunch, hands down, this was simply no contest for me.
Another close for me. But I think I'll have to go with Wonder Woman, partially for reasons like sberg1 said, it improved the most due to the relaunch, while Action Comics was already pretty good with Cornell's run.
Action all the way. I love the new Superman. But they're both great books.

I have been enjoying Action Comics but... Rags Morales art was brilliant in the first issue and has been sloppy since, the fact that the story was interrupted part way through the opening arc really destroyed the momentum it had going. So yeah... even though it has had moments of awesome (jumping into space - awesome!) it just doesn't stand up to WW which has been an emotional juggernaut that's seems intent on destroying my nerves and quite possibly breaking my heart. WW's overall story also hasn't had a moment where it's been derailed for a random adventure that I really didn't at all give a toss about. So yeah, Wonder Woman all the way!
Action has been very good, but WW has been a revelation IMO. WW for me!
Wrings hands. I don't know. These are my two favorite titles. They so good but different it's so difficult to compare. Both world building and redefining the mythos. The tone too is so different in both books how do you compare? WW is slower pacing, really atmospheric and gut wrenching dramatic moments unfolding. It is compulsive reading. Azz has me on the edge of my seat. Action is fast and bursting with energy and invigorating. Action is showcasing Clark front and center and giving him back his passion and that REAL social conscience and toughness he lost over the years and layering him much much better as a young man and hero. Wonder Woman is still restrained and simmering ...you just can feel it has not even begun.
I think it might have been better to do this poll in a year regarding the titles. I'll give Action this one for now...it just pips WW because it has laid down so much in such a short time and has done a superb job with it's star and making him compelling and cool once again.

But . . . Action Comics also had the benefit of a present-day adventure in Superman at the same time, which even dove-tailed in with what Morrison's book had done during Superman 6.
Wonder Woman just has her single, lone title . . . even her limited appearances in Justice League don't seem to have any connection to the character / story being told in her own book!
Wonder Woman needs our love . . . and deserves it too!
Wonder Woman. Despite some aspects i didn't particularly enjoy, WW art and consistent writing, along with superior redesigns, is IMHO a better title then Action. It is a surprise since i had great expectations for Action, but only the first few issues did really impress me.
Best DC: Animal Man, Wonder Woman, Batman.
Best Marvel: Daredevil.
Best Independent: Walking Dead, Saga, Mind a Gap.
