Bio: one year at the age of 20 before injected the potion that she thought was a body enchancement potion. Kiki got into a terrible fire accident at her home in Queens New York, which cause her to lose most of her body mass. however she was save thanks to state of the art medical surgery however the doctors won't able to bring her back to her original mass, and she lost her home in the fire. so she had to stay with her sister Babrara in New Jesery City, where she would learn of Tabithia's magic shop from a flyer while walking to the park one day.

thinking this woman could help her get back her original form, Kiki went down to Taibthaia's shop in Lousininia to do just that, but she acccidently end up buying a giantess growth potion with a delay effect, strength booster ,FMG, and agression booster. two of her body parts were the first to grow in size, but at the age of 21 when she was at Jenkins house the rest of her body parts begin to grow in size until she was a 16ft giantesss. she then kept on growing, and growing until she reached a height of 54 feet. and the bigger she got the more agressive she got.

she was eventually stop from going on a rampage in Las Vegas and bought back to her nomral height and original form with the help of Osaia Euro, Project Engima and Red. however the blast form the gun that shrunk her down to her normal size her mix with something in the potion and give her the ability to increase her size at will, and now she has been taking in with LION.

Ex-LION agent who specialized in holographics, sensory and illusory technologies,Mark "Merlin" Spencer was considered a wiz-kid, someone who's talents made things seem almost magical. As he rose through the ranks though, he started to get suspicious of LION's leadership, The Pride and their connection with the United Nations and felt that he could provide LION with a better direction, trying to start off his own revolution. His attempt was squashed in the early stages and he was presumed to be gone, dead from a drop at thousands of feet in the air, but once again it was another trick of his. He survived the fall with some of his own special gear but still had a rough landing, and when he woke up managed to find a warehouse he hid most of his gear in, somewhere called Ascension City Warehouse. Currently he's posing as a homeless man while biding his time to take down the heroes of this city, then work his way back up towards LION and trapping them in the kind of prison he feels they deserve to be in

Well since they were going to be state-themed bounty hunters, I'd have their gear/weaponry/powers reflect their states like

Delaware would have aquatic themed weaponry and abilities, possibly tying him to Atlantis somehow or someway

California would affect wine, citrus and such but trust me I'd use this in a creative way

also uh, where have you guys put your cities in terms of location?

Cause at first I thought Exodus was more close to the east coast like Florida, and Hyperius is in Nevada, with Ascension being somewhere in the south or midwest

The general idea I have is that The Statesmen are hired by someone to hunt Artemis, the hitmen's intentions aren't to kill her but to capture her. Ultra Girl does get involved in this though by looking for the person who hired them while her friends help Artemis fight off The Statesmen.

Speaking of I do have this idea that Deleware could be revealed to be an Atlantean who disguised as a human to blend in and made a home in the state his codename is based on
