I wouldn't say tougher. Ultimate Cap consistently takes hits from Hulk and people who slug it out with Hulk. As in, far too consistently for it to be SMvsFL. He's also an explicit super human, unlike 616. Pete should still win though.

OK, I'll grant that without argument - they are probably in the same vicinity in soak and toughness. UltiCap's superhuman through-and-through, though he's /maybe/ class 5 and still not even a BT'er.
