This is tricky, if it wasn't for Ultimate Avengers I would have said Millar but I feel that has tarnished him slightly. Probably Ellis, Hickman, Millar, BKV, Bendis in that order

As of right now, Ellis then Hickman.

Bendis I only really like on Ultimate Spidey. Millar for the first two volumes of The Ultimates (not a fan of Ultimate X-Men).

And Loeb has written some decent stuff in the Ultimate Universe. It's just that his bad outweigh the good tenfold.
