Comic Book Editors????

Not sure where to post this
I write my own comics just for fun, but im looking to have them printed off to look somewhat real.
i draw them, ink them, scan them and color them,
i use the program gimp right now to color
but i need a program that can layer my panels,
make speech bubbles and etc.
new to this, is there any free programs that would work?, or would Gimp work
if not.., anything that's not to pricey and will get the job done
i got a issue inked and colored just having trouble putting it together
