lets ignore the race for a second
Phantom Stranger shouldnt be Judas
is technically not said that he is judas but the idea of bringing Jesus into the mix of superheroes is not very well made here, specially cause its just narrowing it down to the fact that Judas sold Jesus, anyone familiar with the Gospel of Judas?, its one of dead sea scrolls
im not a very religious person but even i feel a little discomfort with this
but again, maybe is not judas and is someone else
Based on costuming elements and hairstyles, I'd say:
1. Native American, but I can't be more specific. I get a Plains Indian vibe, but nothing I can really narrow down.
2. Japanese. I can see bits of a hakama, and it looks like a samurai tonsure.
3. Clearly Egyptian.
4. Australian Aborigine, maybe?
5. Probably Chinese, might be other Far Eastern.
6. Celtic. She has woad tattoos on her arm.
7. Definitely Middle Eastern. I figure even money that he's Shazam.

He's clearly meant to be Judas, but I get what you're saying. Still it's the DCU, which had a Specter acting as the vengeance of God as a card carrying member of the JSA.
Also in JLA, the Leaguers went war against the rebel armies of Heaven. Then, of course, there's the Source/Presence.
These elements have been around DC and Vertigo for years now.

The Gospel of Judas is not one of the Dead Sea Scrolls. It's one of the Gnostic gospels that purports to contain secret teachings of Jesus that the other disciples never learned. Scholars speculate that it was written in the 2nd century, much later than the other gospels.
The Dead Sea Scrolls are something else entirely.
Really liked what is going on. Did anyone catch the face in the sky? Pandora is very cool.
The Orb of Ra was stolen by an unindentified male, and in JL #7 we see David Graves (well, his hand & pen) with that weapon. I didn't know the orb's powers, and I read that is tied to Metamorpho. And we will see Element Woman against Justice League in JL #11, so her creation is "tied" to the main villian like Cyborgs's to Darkseid.
Yeah, I thought I mentioned that--but, in my comment about the supervillains in Longon in JL , I meant that those could have been the guys who formerly had the box, and they may have been plotting to get it back. The cufflink just seemed to me to mean that they were somehow attached to it, maybe in a cultish kind of way. Those guys could also be part of the Strange, if the Strange are anthropomorphic "Terrors of Man" that were released from the box.
The obvious outcome is not inevitable. The most obvious interpretation is not always the best.
