Pym's recent track record is really good. Vision, Jocasta and Victor are all by-products of work he did; both of which are awesome forces of good in the world (as was Vision of the Young Avengers). Pym is now the Scientist Supreme, remember. And in general, machines can be reprogrammed, Ragnarok has never had a chance to be used for good!
"I don't know how to please you Lord, but I think the fact I try to please you, pleases you."
Actually, all of those AI were originally created by Pym's son, Ultron. Which mainly prove that 'Creating AI's that rebel' runs in the family. Also Joscasta recently abandoned Pym to work for a kid that has been implied is a sociopath in the pages of Avengers Academy.
But really, Ragnarok is just dumb to have around really, given all the mess they threw Stark's way for creating it, I'm surprised Thor hasn't come down and seen to its 'decommissioning' himself, let alone allow it to be used on a government team headed up by Luke Cage.
