Steve only returns as Cap
More details will probably be revealed on Ultimate Comics panel in Chicago on Sunday, for now it's known that it's about Steve Rogers returning as Captain America and it's going to involve all three titles.
It's mentioned in the short paragraph between Astonishing X-Men's wedding and Judge Dredd promos:
"Captain America returns to the Ultimate Universe this summer for a crossover event between Ultimate Comics Spider-Man, Ultimate Comics X-Men and Ultimate Comics The Ultimates. Again, (Arune) Singh promised national attention for the story akin to the death of Johnny Storm based on a key decision a character makes within the course of the crossover."

I agree. There's definitely gonna have to be one major development before I buy his return. He was very adamant about not returning, something major is about to go down. If something big doesn't happen, it trivializes Pete's death and I really don't think Marvel is gonna go for that. SO stoked for this.
My bad. I hate ULTIMATE Captain America. He fits every definition of an arrogant asshole. What I hate most about him is his anti-French sentiment and the way he emasculated Ultimate Peter prior to his demise. IMO he deserved being slapped by Aunt May, and should have died along with Hawkeye during Ultimatum (he should have stayed dead).
Hawkeye never died but Captain America did (temporarily).
That's why I said "he should have died along with Hawkeye during Ultimatum (he should have stayed dead)," referring to how Steve flatlined in Ultimatum #2 and appeared in Valhalla.
The reason I hate Hawkeye is because he triggered Ultimatum with his manic-depressive idiocy, at the end of Ultimates 3 #5.
Well technically Reed Richards is the one that caused Ultimatum by not killing Doom. Not that anyone would blame him now. But the actions of one person should not be blamed for the actions of many. It was as much Doom, Fury, Reed Richards, Magneto, Quicksilver, and Hawkeye's fault. I am still blaming Reed though. He was smart enough to predict this would happen and he didn't take any actions to stop it.
Hickman had said when he came on that there was a lot of stuff that needed fixing, people assumed he meant Loeb's stuff which just isn't true. Millar messed a LOT of stuff up since the beginning of the Ultimate universe. Part of why I'm not a fan of Millar's run is due to anti-American subtext. Captain America represents America, similarly Superman is SUPPOSED to as well, but DC is deciding to mess that up too. Captain America and Superman both have another thing in common and that's that they are supposed to be able to make moral decisions that we can't. They are supposed to be the people we can relate to, they are supposed to be the people we wish we could be. Millar's run makes Cap, as MrV said, an "arrogant asshole", and while there is anti-French sentiment in America (even I'm not that too keen on the French and The Simpsons explains exactly why (couldn't find the clip, but there is an episode in season 15 where they are being chased and decide that they need to get out of the country when a Frenchman says "Come to France! And we shall mock the country that saved us twice from the Germans!"), but this isn't about me), but Millar goes overboard and even then pats himself on the back for it later. As I said, Captain America represents America, he is a symbol, and Millar knows this and if I was a foreigner and I read this as my first exposure to anything American I would hate America. What Hickman has been building to is fixing Captain America to be a better character and symbol and Peter dying was a MAJOR step forward for the character. When Kirby and Simon created Captain America he was made to rally the troops and citizens into being more supportive and patriotic and this is exactly what Hickman and Bendis are doing. "America needs it's symbol and I need my captain."

However, it was Hawkeye's hand that directly moved Magneto to his wit's end. Like a chess game this was the foul move that lead the black knight to do a successful checkmate on the white king.
The mission had ended and Ultron was dead. Even Magneto was letting them go when he could have easily done to them everything he daydreamed in Ultimate X-Men #32: crush Cap inside Iron Man's armor and wrinkle them like aluminum foil into a ball, etc.
But then the suicidal Hawkeye, who shouldn't have been on duty in the first place, throws that shrapnel at Magneto. This gives Pietro the opportunity to do his checkmate move and carry his own scheme. He fakes his demise with Scarlet Witch's help and this causes his father to go monkey bananas.
So Cap is the Katniss Everdeen of Ultimate Marvel?
Also, the whole anti-French sentiment is unfair and people shouldn't rely on idiotic shows like Family Guy, South Park, and Simpsons to make up their mind about the French. It is like saying all Catholics are rapists, all Mexicans are liars who marry our American daughters to gain citizenship and then dump them, all Australians are criminals, etc. These stereotypes are bull IMO.

I watched the movie and she did just what they want Cap to do of "being a symbol for the people." Her actions caused revolutions and she became a symbol of hope.
Captain america's getting his own book? Great! So now we get four Ultimate on-going books a mouth now soon. I liked that Ult. Cap mini series a while ago despite being nothing special though. Let Cap get a book that he really deserves! Who's the creative team though?
