It can be the same one but you have to do all 3 parts of it. So if it's Iron Man's Easy quests you have to do the 3 in the easy half.

Well since you're new, you need to do 20 posts to activate everything. I guess it some way to check that you're human and not a bot? IDK but that's how they do. Post 20 times, then a staff member will "activate" your account.

Can anyone please explain to me how to get a "Hero Code" to get free heroes?
For example, I read in the wiki that Hulkbuster Iron Man is "Free (using HEROUP code)" and that Scarlet Spider is also "Free (by Hasbro one-time use code)".

Sorry but these codes no longer work. They must have been put on the wiki to show they used to be those codes. As of right now i think the only codes might be Brown Wolverine (an assumption) or heroes that have codes on the real cards.
