I would assume because of the lack of coding in the game files. All the code will be revisited tomorrow and applicable potentional heroes will be added. For instance, there is some (very little) code for Jubilee and Bishop, but they are not on the official roster files. So, the wiki contributors leave them out.

Spy is exactly correct. There are many heroes that are partially completed, but not all of them are being actively developed. I'm the one who dropped the Spidey heroes from the wiki, because I got tired of looking at their empty icons. They've been stalled for months and apparently dropped in favor of other heroes. If they start working on those heroes again, I'll add them back.

I could see an "Agent-Only" zone. Ditch the HQ feature and make the Helicarrier an actual zone for Agents to run around in. I think having things like Winter, Halloween, Etc, should be kept as a seasonal thing.

Well I think they should be available for all agents seasonally but to Agents anytime (through a portal in the Baxter Building ) I don't know if it's even technically possible so I just hope for something cool... there you needs to be more Agent perks I think.

Yeah, I hadn't even heard of Indestructible Hulk... I am pretty sure he will be Agent Only now that I have looked him up... I guess I saw some covers that I had seen before were of him sometime in the past.
