Nah,suspension was legit.
Orton was still the big star on Smackdown, and they don't want guys to have 2 failures because just in case testing is legit he could easily get fired, they aren't risking that because they have nothing to do with him atm.

With WWE’s sixty-day suspension of Randy Orton for his second violation of the Talent Wellness Program last Wednesday, the sentiment within the organization is that management is getting serious about drug testing since he is a top star. It has been widely speculated in the past that WWE officials selectively enforced drug testing policy violations based on a wrestler’s importance to the organization.

Since last July, WWE has handed out ten suspensions to nine performers (Andy Leavine, Darren Young, Evan Bourne, Heath Slater, Mike Chioda, R-Truth, Randy Orton, Rey Mysterio and Sin Cara), the most within a one-year period since WWE began publicly announcing all Talent Wellness Program violations on November 1, 2007. From November 2008 up until the July 2011 announcement of Sin Cara’s suspension, the company had only issued one suspension (to Rey Mysterio).

I would LOVE to see the Rock pass one!

He's mid-carder level over. Not main eventer level... but nothing wrong with that I guess.

I do think they at one point had higher expectations for him which he didn't end up meeting. Not sure if that was the fault of him or the booking (probably a little of both).

Still, I think he can contribute to ROH.

• On the heels of Shelley leaving, it looks like Sabin is, too.
• They have Finlay; he could be a catalyst for a "new vs. old" story, too.
• Goldust is hanging out, too, yet another.

-There should be a new WWE title belt debuting imminently to replace the spinner belt. C.M. Punk spoke about it on Saturday in Philadelphia. Punk said that he wasn't happy about the new belt, saying he e-mails people in the company constantly about it, although showed the current spinner belt and felt it was better than that one. He said the new belt will be about 20 pounds heavier.
W--Ted DiBiase did an interview at http://www.baltimoresun.com in the Ring Posts blog saying he's about a month away from being ready to return to WWE with injuries to his shoulder, wrist and ankle. He said he could come back right now if needed but considers himself right now at 85%, with the ankle injury the one needing more healing time.
--Riche Steamboat, who was on the road on the Smackdown tour, and Dean Ambrose, are both scheduled for television tapings today and tomorrow. Usually they only do one dark match with developmental talent on the show, although one or both could also be debuting on the Tuesday version of NXT.

--WWE and TNA had a conference earlier today regarding the lawsuit TNA filed against WWE since WWE had not been able to defend itself when TNA got a temporary restraining order against them. There is a planned hearing on 6/11 in Knoxville but there are issues because John Laurinaitis is a key part of the suit and the hearing and he would be needed at Raw that night."

I don't think so...even HHH has said he doesn't like it and he hears from the talent all the time about how they don't like it
