He looks like a little boy with muscles in teh first. Is that official Jose Garcia Lopez art in the 2nd by the way? Hes a great artist.
Superman looks so much better when hes portrayed as a man.

The first is apparently an a house ad page from Action #3 but, I don't have the issue to hand so I can't confirm that.
