I don't think that they have ever interacted in the old DCU, it would be cool if they met though.
They're both similar yet different. Deathstroke is an enhanced mercenary with an ego, this could be problematic to some of his works and it's what makes him different to other hired assasins like Deadshot. Black Manta could be interpreted as a Mercenary too but I think he's more of a treasure hunter who uses technology to enhance his abilities, also he tends to be much more brutal and cruel than Slade.
Comic Books are fun, Comic Book fans not so much.

Black Manta - Cold blooded killer.
Deathstroke - Mercenary with a code of honor.
I wouldn't mind seeing them get into a fight or work together. They both were parts of the Secret Society in Infinite Crisis, but no panel time together. At most, they both have fought Aquaman.
Problem is Deathstroke has his own title that has SOOOOO much potential to give readers a look at the underbelly of the DCU but it's being wasted. I'd love to see Deathstroke interact with real big bounty hunters/mercs like: Black Manta, Catman, Deadshot, Bronze Tiger, etc.

About that, Deathstroke does'nt have any kind of "Code of honor" more than any other hired killer. He tends to hold grudges against his enemies, his ego usually gets the best of him and he likes to manipulate his family to get what he wants.
Catman on the other hand, is a mercenary with a code of honor.

^Really can't argue with that. Looking back at my Nightwing issues for Deathstroke references... I don't know Teen Titans/Secret Society Deathstroke, only the Nightwing nemesis Deathstroke. When they fight/confront each other - there's a sense of honor(or game), but I guess it's exclusive to their relationship.

not sure about that, Deathstroek was in part responsible for the destruction of Bludhaven even after he had a deal with Nightwing to back off. Only code is that he seemingly knows all the Bat family members Identities but doesn't out them or try to assassinate them for whatever reason

His reasons for that were because he was under orders of the Society and technically it wasn't him it was The Brotherhood of Evil (more specifically Chemo). And if you want to pin it on him; it was revenge for turning Rose over to The Titans.
He has a code of honor in that he doesn't harm innocents(unless he has to get info), only those he's contracted/ordered to kill... whereas Black Manta:

Deathstroke has harmed innocents before. I've read all of Deathstroke's Titans and Nightwing showings. He certainly has his own code he follows, but I wouldn't necessarily describe it as honorable and he's gone back on his word and harmed innocents before.
I'm not as familiar with Black Manta. Only started reading about him in the last few years with Johns stuff

Thats why I said I don't know his Titans version. He is a villain, so I would expect him to take some innocent lives. I just feel like the right writer would give him a more code of honor like Captain Cold and The Rogues who don't go out their way to hurt innocent lives.
I see Slade more of a merc who kills for money and if you're in the way - you're dead as well: innocent or not.
