I'd be more inclined to believe Carol would. She's has mutant ties and did comment to Steve about what he was doing. Why would Rogue think the Avengers are right to take Hope based on a fight with Carol? Rogue is the one who doesn't think kids should be pawns at all. How is what Steve is doing any different from Scott? If Rogue changes her mind, she's even more wishy washy than ever.
