Depending on the strength of the weed and whether Elewa does the practice of mixing the joint with tobacco the effects can vary.

Normally, if you're smoking correctly and you've got some decent strength weed cut with tobacco, it takes about ten minutes to begin affecting you properly and the effects obviously build the more you smoke. Once you finish the joint, effects usually last around 45 minutes to an hour I would say. Longer if it's strong weed or if it's rolled pure.

When I designed Elewa, I asked Cleric about the criminalisation of weed and he said that while it is illegal it's not seen as a major offence or anything. More on the level of anti-social behaviour than the level of outright crime. You're kind of unlikely to get any kind of punishment beyond confiscation and a warning than anything else.
