The normal rules apply in terms of the winning points (+12 for a PPV). They only go to the winner of the whole match.

Each pinfall or submission gets +1 for the winner and -1 of the loser.
If it does go to 3 falls, it will be +1 for the victor (+2-1=1) and -1 for the loser (+1-2=-1).
The only real advantage in terms of pinfall or submission points would be if it goes to 2 falls. The winner would get +2 and the loser would get -2.
