Is it true that Storm can only use her powers if her eyes turn all white?

Her powers are psionic in nature. She could probably 'see' the energy patterns blindfolded, within her mind's eye. I read somewhere Beast thought her unique eyes(feline in shape, slit pupils, blue and opaque white when her powers are active) were a natural adaptation to keep wind-blown debris from harming her; like when they are glowing white, maybe its actually plasma/lightning that burns up anything that would come too close.

I am reasonably certain that it is solely based on the style and preference of the artist rendering her. Pupil-less eyes are generally another way to depict glowing eyes, which are generally indicative of the person with the glowing, pupil-less eyes having super powers.

Her powers are always on, hence her emotional weather outbursts and never needing clothes/always perfect temperature/moisture. I think the idea is that when she actively wants to use her powers, her eyes cloud over and go white. That's how it was represented in her first appearance in Giant Sized and what most people go with. Artistically it does vary, with some artists liking to use her white eyes all the time, and some artists using regular eyes even when she's actively using her powers, but those are the outliers, not the norm.

The question is if there really is a connection between Ororo using her power and the colour of her eyes. It may be that it is connected more to her moods than to her using her powers. In UXM #171 there is a scene where she waters the plants in her room with a localized rain, but without her wanting to, the rain turns into a thunderstorm reflecting her troubled emotions. And in that scene her iris is clearly visible. While on the last page her eyes are all white but the weather stays fair and she is just standing on the ground (so she is also not using her power to fly). The question is also: When is Storm not using her powers? It would seem to me that she is always connected with the weather, at least passively, and always has to watch out that the weather does not turn bad in response to her emotions, so she apparently does not have a proper "off switch".

Another tidbit: Storm's power still worked when she was transformed to living chrome by Dr. Doom's transmutor (UXM #147), which would have left her eyes neither white nor blue.

On the whole, I think Storm's eyes mainly change according to what the artist thinks is more dramatic.
