Is it true that Storm can only use her powers if her eyes turn all white?

When she uses her powers she has a film that goes over her eyes its called a nictitating membrane to protect them from flying debris and varying wind speed. Lots of birds like the eagle and underwater animals have it.

Her eyes are most curious however, as they exhibit an almost feline look during normal time, and turn completely white and devoid of iris or pupil when she is actively using her powers. I can only assume that her eyes have an inborn defense against flying debris which her winds may cause, thus protecting her eyes from damage. Truly an amazing and powerful example of genetic mutation at its zenith.

Transonic has been shown with no pupils when she is flying so there may be a sound theory there. Although Pixie probably flies too slowly to need protection from debris and high velocity winds.

Maybe that's what Bendis is planning on doing.
