Let me add a few more:
Roy Thomas and Jerry Ordway - their work on Earth 2 related projects in the early 80's was phenomernal.
Chuck Dixon and Grahm Nolan - loved their Batman work, even if I was never the greatest bat-fan.
Mike W. Barr and Brian Bolland - Camelot 3000 has to be one of the most beautiful pieces of work DC has ever published.

Just to add my own opinion here - Morrison and Quitely. Everything they produce is just amazing(ASS/WE3/Flex). So glad that their DC work gets deluxe/absolute treatment.
