She might be able to control/manipulate the electrical impulses...as in shut them off, turn them on, increase them until the person mentally shuts down.
But she would not be able to actually read the thoughts carried via those impulses.

Perhaps, "mind reading" was too broad... Think Polygraph machine. While not necessary reading the target subject's mind; the belief is that deceptive answers will produce physiological responses that can be differentiated from those associated with non-deceptive answers.

Wot's the point? So Storm could be relegated to the X-Men's living lie detector...(when Emma would be more reliable and efficient to do the job in less the time)...really?
I am a Storm fan and even I can see the irrelevance of utilising her powers in that specific way.

It's about applied application of powers... Much like her ability to separate hydrogen and oxygen molecules through electrolysis. The point is can she do it? And, as for Emma being "reliable" she's proven herself to be a habitual liar. I wouldn't trust her to look after children or Ponies.
