The only attacks you can perform are magic-based ones. Physical attacks won't work...
...in theory. Umaro, thanks to his berserker status (you couldn't control him), could still physically attack, possibly due to the game simply due to a loophole in the mechanics.
Give me a few minutes. I'm going to research this with my copy of the game.

That's cleared one of many things up...
What about tech? What about a good old fashioned punch in the face? What about powers that are there just because of your species? Do autoshields function? Munch needs to tell us the ins and outs of this arena.

So where does that leave Black Adam and Captain Marvel then? They're magical avatars, so they should still be able to operate just fine, right?

I'm pretty familiar with it, actually.
In terms of attacking, NOTHING works except "magic spells" and "items." Being a magical entity does not prevent this: Terra is a half-Esper (magical creature) and Celes has Esper-DNA infused into her body, yet just like everyone else, their natural skills are sealed.
I'm thinking the only things Black Adam and Captain Marvel could possibly do to attack using their basic power set is the Shazam Lightning blast. Now, granted, I see no reason why they couldn't still zip around at top speed, carrying their teammates around, or erecting physical barriers or what have you, but they can't punch people.
I really think Umaro's ability to physically attack is only due to a programming loophole in how the character was built; again, you can't control him, he automatically performs his actions, and therefore, the game doesn't have the option to remove his attack options. Before anyone tries it, however, I would not presume that his means "anyone who is attacking in a berserker fashion is immune." Gau's Rage powers (which automatically berserks his status) don't work either.
Now, "Items" is where it gets tricky. Items in this case, refers to things like recovery potions and artifacts such as magic wands, which can be used by anyone in the party, and have a limited number of uses. But you can't seem to use things like shuriken or what have you, as the Throw command is likewise disabled.
This would presumably mean a Green Lantern ring wouldn't work, but if you had a magic staff that could throw a certain number of fireballs, it work.
Of course, this is going to be confounding when it comes to everyone's items, in which there's not always a clear cut answer here. The Brown Kryptonite should still work to empower the character, but the character couldn't use any of the powers to attack.
On the issue of flight, the Float spell still works, but that may only be due to its magical nature. Even still, I'm not entirely convinced you couldn't just fly up and down the tower; the tower might prevent a vehicle from landing on it, but maybe Terra just never flew to the top because, well, she didn't, because otherwise, the tower wouldn't have made an effective dungeon. So I'd say flight is enabled.

Quantum Bands use "cosmic energy", which is a separate force from magic. They are probably more closely related to tech than anything.
Note that I said the limitations only affect attack options. I see no reason it would actually shut off powers with non-attack purposes, or neutralize defensive abilities. Superman, Captain Marvel, Juggernaut, etc, all maintain their durability and travel options, regardless of power source. Nightcrawler can still teleport around, Shadowcat can still phase. They just can't attack anyone unless the attack itself is a magic spell, or item that falls under the parameters.
