PLEASE let it be true!
Completely absurd. Rocksteady is owned by WB, and the TMNT IP is owned by Viacom - there's no way that WB would have one of its studios developing anything based on a competing entertainment conglomerate's IP.
Let this be true, as I would by Two copies of the game: One for myself for playing and one for a collection item.
Also recall the last time the Shredder tried to attack Manhattan:

I really hope not - I'd rather they continue to make games in the Batman universe, or at least the DC Universe.
Plus as Barry mentioned above, Rocksteady was bought by WB after they released Arkham Asylum, which I assume they did in order to lock down Rocksteady's talent for use on WB properties, of which TMNT is not one.
Mr. Rocksteady and his Representative Mr. Bebop issued a statement on this rumor.

This is neat and all considering Rocksteady is the cat's pajamas and all, but I have to admit, I was more interested when I saw a headline with "Rocksteady" and "Ninja Turtles" in it and assumed they were making a new movie and Rocksteady would finally be in one.

I desperately hope this is true. Not only does Rocksteady make quality games, but they're already a TMNT character. I really hope this is happening because there hasn't been a good TMNT game since the SNES era. I miss Turtles in Time; I own the xbla version, but it seems to have lost the charm of the original.
