12+14+24+35+52 = 137 dmg w/ Self-Buff
Low aspd doesn't keep Hulk's Attack Combo down since the 19, 28 have great hitbox but what's really incredible is the final 42 that seems to deal a directional FS AoE! Of course, these attributes hurt Hulk's SB against Bosses when there are very few targets on screen but not so much that it cripples his ability to DPS. (Especially with his Self-Buff that bumps it's dmg up even more)

Low dmg, moderate hitbox and quite the framerates for what little dmg it deals. You're better off saving for other Powers or his HU, they're simply better.
Loudest There Is!
29 dmg, FS AoE, Stun, Self-Buff
The Self-Buff is a Damage Boost and grants Hulk immunity to Knockback/Stun! This is absolutely perfect against Bosses since Hulk will be impervious to Stunlock, there should really be no occasion where a good player would die with this ability activated. The 29 dmg FS AoE and stun isn't bad either, especially for the low framerates/cost of the Power; and the Damage boost actually helps during missions since the Buff duration isn't disgustingly short like Rulks, Human Torch, Wolverine etc.
Unfortunately, the Power becomes largely irrelevant once Hulk is maxed since his HU will grant the same Self-Buff as well.

The 97 dmg looks great for Single-Target DPS right? Unfortunately, there are some issues with using this over his HU on Bosses. The obvious one are the framerates, the wind-up for this punch is even longer than his Power1 leaving Hulk vulnerable to attack for quite awhile, as a result you'll have to time it when the Boss is distracted by a teammate or incapacitated.
The second reason is, you will need
to use this in conjunction with his Self-Buff for the DPST to exceed his HU enough to make a difference (32.3 vs 25.4), it also guarantees your safety from Stunlock if the Boss hits you due to the long amount of framerates where you're exposed. This poses a problem, in order to activate the Self-Buff you'll either need to Power2 or HU, the former costs 2 stars already so the entire ordeal will cost you 5 stars total!
Let's compare your options:
Power2 + Power3:
126 dmg (29 + 97), long framerates, FS AoE/Single-Target, Self-Buff, 5 stars.
127 dmg, short framerates, FS AoE, Self-Buff, 5 stars.
Long story short? It's simply better to just HU.

Arguably the best HU in-game. Super high dmg, relatively short framerates, FS AoE and Self-Buff! The only thing it's missing is SGD properties.
How to Play:
HU. I mean really, that's all you have to do. You may want to throw a Power2 here and there during early parts of the Mission to buff yourself but chances are the final 42 in his Attack Combo on the first group of enemies will allow you to HU immediately. Teammates will be struggling to get a piece of action as you'll be annihilating everything yourself constantly!
For Bosses Hulk won't DPS remotely as well, but you won't have to worry much about dying as long as you play well because of your Stunlock immunity. This boost in Survivability and a solid 25.4 DPST with his HU makes him quite reliable asset to the team.
Hulk is appropriately... stupidly powerful. Stupid because of the simplicity to play him (HU everything!) and powerful because well, look at those numbers! His invulnerability to Stunlock also gives him excellent survivability against Bosses in the hands of a good player throwing him up there with the ranks in Tier S.
