I can't suggest a better series to start with than The Ultimates 1 and 2. Everyone should start with those books IMO.
After reading The Ultimates 1 and 2, I strongly suggest you pick up:
Ultimate Galactus Trilogy and Ultimate Human.
They work very much like spin-offs to The Ultimates 1 and 2 books, sort of like semi-sequels. Both of them take place in-between The Ultimates 1 and 2 and are just as good; some would even argue that they're better.
Ultimate Wolverine VS Hulk is also excellent and takes place during the events of The Ultimates 2.
2000-2006: Golden Age of the UU
2007-2009: Age of Loebotomy
2009-2011: Post-Ultimatum Era
2011-????: Silver Age of the UU
I think that Ultimate X takes place shortly after Ultimate Spider-Man 10 (relaunch). In that issue Kitty Pryde vanishes and is not seen until The Death of Spiderman: Fallout, I'm guessing that during this absence she took the time to deliver the package to Wolverine's son in Ultimate X 1.

I noticed that Ultimate X-Men #086-088 are missing in your list. They should propably go after Ultimate X-Men #085.
I believe 'Ultimate Spider-Man Annual #1' might need to be moved earlier in the order. In 'Ultimate X-Men #54' Kitty references the events of the Annual.

I know it's been asked before but, where does Ultimate Comics: X go? I'm planning to use this list to see if my girlfriend starts reading the UU so, knowing where UCX goes would help.
I'm positive Ultimate Comics: X #1-2 happens before Ultimate Comics: Spider-Man (2009) #1, in the six month gap. This is due to Kitty being less hostile and not dressing up as Shroud yet. The rest of the series we can assume takes place during the months leading up to Death of Spider-Man.
So to update the reading order, this is how I feel fits best post-death of Spider-Man.
POST DEATH OF SPIDER-MAN (From Ultimate Spider-Man #1-5 to Ultimate X-Men #7-12 is the same as what's posted on page one in Plawsky post. After that is the reading order I've set up.)

What exactly is the point of Ultimate Spider-man 39 and a half? It's not been mentioned again and Cats and Kings (A bugle centric storyline) didn't even acknowledge it. Was there a purpose?
It was a special "1/2" issue (it's just numbered USM #1/2, not 39 1/2) that Marvel put out with Wizard Magazine. They also did one for Ultimate X-Men. It was just a quick half sized Spider-man story... no more point to it than that. The placing in the reading order is really rather arbitrary.

Issue 1/2 is a favorite of mine, if only because it does such a fantastic job of fleshing out Urich and Jameson, two characters I wish Bendis would use more often.
