If I had to narrow it down to ten titles, I'd go with:

    Animal Man
    The Shade
    Wonder Woman
    I, Vampire
    All Star Western
    Frankenstein, Agent of SHADE
    Swamp Thing
    Resurrection Man
    Batwoman
    Demon Knights

I don't find 10 DC comics enjoyable enough to recommend that many, I would recommend 4 or 5 and then switch over to recommending better Indie comics.

DC recommendations I can make in good conscience:
    Red Hood and the Outlaws
    Batman
    Aquaman
    Teen Titans
Image: Chew, Invincible, Skullkickers, Invincible Universe, Revival
    IDW: TMNT, MTMTE, G.I. Joe
    Dynamite: Pathfinder
    Red 5: Atomic Robo
Marvel: Thor: GoT, JIM, Powers, Scarlet Spider

I'm at the other end of the spectrum. I had a hard time limiting myself to just 10 titles to recommend.

Newbies? Obviously it depends what they're into, but I think here's a pretty decent list of books starting from square one or close to it:

    1. Justice League
    2. Batman
    3. The Flash
    4. Aquaman
    5. Teen Titans
    6. Batman & Robin
    7. Supergirl
    8. Wonder Woman
    9. Earth 2 (Looks like a fresh start)
    10. Animal Man (Not perfect, but still really easy to get into)

Action Comics is a fresh start, but Morrison isn't the easiest to follow at times.

I definitely think HawkeQC's suggestion is the closest to perfection

    I would say in order

    1. Aquaman
    2. Aquaman
    3. Aquaman
    4. Aquaman
    5. Justice League
    6. Catwoman
    7. All Star Western
    8. Batman
    9. Supergirl
    10. Animal Man

You can substitute a few of the Aquaman's with these:

Frankenstein - Slow start but good for monster killing...Art is acceptable
Suicide Squad - subpar art subpar writing...But I love Harley so...
Red Hood and the Outlaws - Some of the best art in the New 52. Writing is a bit wonky but good enough to justify the $2.99. As long as the artist is on board...So am I.

I just wanted to add two new ones:

    World's Finest and Earth Two.
Excuse me. Have you ever danced with The Devil by the pale moonlight?

Batman has been my favorite book, but if you want some guilty pleasure reading Catwoman is... well what you hoped Catwoman would be when you were a 15 year old boy. And I have really enjoyed Red Hood and the Outlaws -- it's like a big budget action movie, there may not be any high art to it but it is a lot of fun.
