Doom should equally take it at Doomstadt - he has too many defenses and attacks built into that place, and he's going to be able to make Sinistro come to him.
Sinistro ought to be able to play keep away in NYC to stay out of magic range, and to let loose with all his power (something well above city-buster, right?) to plant Doom's tree.

Here, I'm a little more skeptical. Sinestro has some decent transmutation type stuff if it comes down to a quick draw, and with his rings range he doesn't really need to come to Doom unless Doom gets into the castle. Even then, there isn't much stopping Sinestro from just, say, going into space and accelerating space rocks at Latveria at FTL speeds.Doom should equally take it at Doomstadt - he has too many defenses and attacks built into that place, and he's going to be able to make Sinistro come to him.
OK - what's Doom's ready to go longest range attack? Lanterns can attack from interplanetary distances or even interstellar distances.
Sinestro at the bell in NYC, just FTLs far away and then blasts away at Doom. Does Doom have an equivalent existing of an early warning system in his suit to detect incoming?
If not, he's done for.

Just to note, it shows Doom himself reacting to the magical attacks by spotting the infrared wave the crystal emits through the use of his armor's sensors.
The armor isn't defending him. It's not auto-detecting attacks. It's just Doom using the sensor suite to allow him to dodge stuff better.
If he's getting sniped by FTL attacks from a fair distance away, FTL attacks that don't shoot an obvious infrared wave before them (which they wouldn't, being FTL), this strategy (and that's what it is, a strategy, not a power of his armor) isn't going to work.
Specifically because there's an infrared wave ahead of the mystical blast. If Sinestro is pelting him with a light wave, I doubt he's getting that warning. And if he did, he'd need to be FTL to react to it. Also, Sinestro doesn't have to fire a man-sized beam at Doom, he's perfectly capable of dropping something castle sized on Doom from off planet.
Scenario 2 and 3 are likely Sinestro stomps.
Scenario 1 goes to Victor however.

Lantern blasts can be FTL - recall the interstellar sniper exchange between a yellow lantern and John Stewart.
Now since the yellow sniper was one of Sinestro's minions, he is well aware of the technique.
Also, Lanterns clearly fly FTL, if Sinestro just head towards Earth from Saturns orbit, towing a big rock and let it go towards Doom - unless Doom has some FTL radar - it's going to be a hellacious kinetic impact.
It's just not a particularly good way for him to do so, due to it being rather situational and dependant on him actually looking for the attack. :)
At least some of them have sniped at interplanetary distance. That's rather impossible without the 'beams' being FTL.I'm not sure lantern blasts are FTL, incidentally.
But even if it's lightspeed, that's still too fast for Doom, barring a convenient energy bow-wave. :)

With prep, he is invincible by definition, so the only relevant scenarios are the other two. Either way, he probably jacks the yellow power battery with his super magical willpower or something.

We really need the OP to further define the scenario then - I was reading it as they literally MEET at Doomstadt. Once Doom has a lock on him (which he will, around his house), even if Sinestro flies away, Victor should be able to track him. I don't know that it would matter, though, if "fly completely ouf of Doom's possible range and wipe him out from there" is a viable strategy, Sinestro obviously takes it. That goes infinitely more so for NYC, where Doom has nothing special.
As far as FTL radars, I don't specifically recall any Doom feats for it, but Reed detects FTL incomings all the time - Gladiator incoming at 100 times the speed of light was a good one, completely and clearly defined on panel.

On prep-time and power-stealing
As stealing someone's power require the presence of that character, it is not considered a viable option for the standard prep of the arena just like asking for other's people equipment is not.
Thus, characters like Sylar and Dr Doom cannot go and steal people's powers under the standard prep rule unless the OP specifies that it is allowed in this case.

Detecting and acting against incoming FTL is a speed blitz scenario. How far was Gladitor when Reed detected him. And did he do it with his equipment? How much time did he have to act?
Doom is not carrying a building of stuff with him. Unless he has a feat of detecting stuff and being able to react in time with what he got in his underpants, he's getting hit.
