im think its a 2nd winter soldier not the return of bucky.............. or mabye they cloned bucky when he attempted to rebel agenst his programing that would explain bucky/winter soldier being left inactive sense the late 80s/early 90s

Marvel SO dropped the ball with Winter Soldier, it's not even funny.
Brubaker had finally introduced a character people thought was cool enough to get behind and create a buzz over, possibly the first since Wolverine... he was even in the Marvel Ultimate Alliance game.
I was just returning to comics at the time, and the buzz about this guy was impossible to ignore. Then I read a bit on him in the pages of Brubaker's Cap, and it was great. I got why this guy was getting so much buzz.
And then, Marvel decided to make him the new Cap... ostensibly killing off the Winter Soldier character for half a decade.
I just don't get what thinking goes behind these decisions. I'd have understood if he failed to catch on... but the character was white hot.

Grrr... I hate the fact that after such an epic run, his final story in Cap (prior to his "death") was short-changed. It felt as if Brubaker did not get the opportunity to put a finite/proper ending to a story that really began with issue 1. After the escape from Gulag, there needed to be a proper coda. I said all along, like many others, there was no way they'd kill off such an important character both to their reader and their economic potential. Winter Soldier/Bucky/Cap has been the most successful "new" character introduced by Marvel in the past, what... 8-10 years? He's extremely popular. It's practically a guarantee he'd be back.
What I don't want to happen:
After his death was held so sacred, for so long, he was brought back with such style and care... Let's not cheapen that by continually instigating this trope of the "comic hero never dies". Don't cheapen him now.
Perfect spot for him? Continue to be written by Brubaker in Captain America and Bucky... I think Brubaker still has a lot of story there to tell. Also, let Warren Ellis use him as leader of the Secret Avengers alongside Natasha. Let Cap and Sharon be concentrated on within the other solo titles, and The Avengers. Also, keep Bucky out of Bendis' grubby mits!

If you want to know what this almost undoubtedly references, it was spelled out in Bucky's final issue of Captain America, #619. At the time of it's release, the issue heavily implied that Bucky had a new mission to take on, and it directly related to other Winter Soldier sleeper agents residing in America that he trained himself.
Now, this teaser has to be referencing one or more of these agents. And if there is any justice in this world, Bucky faked his freaking death to go incognito and deal with these poor bastards.
There's more then one of these "Winter Soldier" types and now Bucky has to take care of them.
Maybe Marvel got the Highlander license.
