The first part was ok, but then there was a lot of wankery in the second part.
Before we even get to the Joker, Zatanna heals herself from the bullet wound by writing a spell in blood. One problem with that. . .she does it while completely submerged in water! What? Then after the whole tantrum Bruce throws about not being able to trust her because of the mind wiping and not to mind wipe anymore, what happens at the end of the story, she mind wipes the whole crowd of Joker's intended victims so they don't remember what happened, and Bruce is all like, aww, I trust you again best buddy. What?
Now for the Joker, Zatanna defeats him by making a whole swarm of bats appear and. . .he's terrified of them! What?! When the hell did he develop this phobia? He should of been laughing and biting the heads of those things, not curling up into a ball!
Although I did like the Batman creeper part when him and Zatanna are looking for clues the Joker might of left and bats is like "I know, let's check his shower!"
But those boots are way too small. I wonder what he does with them. . .
Oh my God, I know! Like, what the hell man!? The Joker ain't scared of BATMAN, so why's he gonna be scared of actual bats? That was way OOC. I guess they wanted to come up with some clever way for Zatanna to get him back, but that was just stupid. I mean, one of the Joker's defining characteristics is his fearlessness. It's precisley what makes him so scary. It would have been better if it had just been the usual 'Batman's punches him out' ending.
A weird one for Paul Dini. Sometimes he writes the Joker really, really well, and then other times, not so much.
More unhealthy robin fixations. . .
Maybe Bruce should leave Damien at Uncle Joker's house for a few weeks, that should fix his attitude.

There was a question about ranking smartest characters on the dcu thread being that we know Mr. Terrific is number 3. I suggested that Joker would be at the top of the list, and some people were writing him off like his smarts begin and end at criminal scheming. I'm not gonna bother arguing about whether Joker is smarter then Lex, but Batman? I think he's smarter than Batman.

Joker is a better engineer than Batman. Batman's toys are built for him. Joker makes his own gadgets, jokermobiles, and death traps. He even assembled nuclear rockets.
I mean, where did this death trap come from, Ikea?

So, you see, Batman better keep bench pressing 600lbs, cause he's never going to be as smart as Joker.
Don't forget the Joker whooped Ra's' ass at chess and created a plague for him to destroy the planet's population. If the Joker at all cared about power and ruling things, we'd all have a serious problem on our hands. It's just lucky all he cares about is making Batman mad, lol. In terms of strategizing, he's severely underrated. He can plan with the best of em', and is probably better at reading people and knowing what they're going to do, how they're going to react, etc... then anyone. He understands human nature better then just about anyone, despite not really being able to relate to it. He's what I'd call an emotional genius.
Anyone who says the Joker isn't intelligent doesn't know the character at all. He's got a genius level intellect, which he demonstrates in his understanding of both chemical and bio-genetic engineering, and I'd say, far and away, is Batman's most intelligent villain. Not to mention the theory of his super-sanity, a kind of super-sensory perception which suggests he sees the essence of everything, sees it for what it really is without a filter or the skewing of social conditioning.
What's the comic where he put Lois Lane in to a coma with a toxin which made it appear as if she was going to die, all in an attempt to make Superman kill him because he told him that was the only way he'd get the cure, when in reality the poison was going to wear off eventually and she'd be 100% healthy? No one even realized it until after Lois woke up and was okay. There's also a comic where he creates a mind control toxin, though I can't remember which issue that is at the moment either.
And don't forget the Joker's a philosopher. He understands nihilism probably better then anyone, and not only preaches it, but practices it with full commitment.

And I don't think you can really say Lex is smarter than Joker or Joker is smarter than Lex because it's apples and oranges. Lex is the logical analytical left brained type genius, and Joker is the mad creative right brained type.

oh yeah, I remember that story. It wouldn't be hard to imagine that he made him some horcruxes the way he seems to survive everything.
And speaking of demony stuff, Joker sold his soul to Neron. Which leads me to two questions.
1). Wasn't Joker's soul already gift wrapped for hell anyway, so why would Neron have to give him anything for it?
2). If Joker's soul wasn't hellbound to begin with, perhaps say he gets dispensation for being nuts. Then does that mean any agreement he makes with a demon is invalid due to not being able to give adequate consent?

Well, apparently one of the reasons the Spectre can't punish him is, because of his insanity, his soul can't be held responsible over his actions.
