I'm not sure if any federal issue demonstrates that flipping better than debates over the debt ceiling. Because as much as any issue can be exactly the same, without contributing factors that can be blamed, the debt ceiling debate is virtually the same every single time. The arguments are the same, the contributing factors are the same, the consequences are the same.
But during Dubya's terms, the Democrats regularly blew gaskets over the raising of the debt limit, while the Republicans were OK with it. Then when Obama was in office and needed to do the exact same thing, it was Republicans that were threatening to stop the raise while Democrats made nary a peep.
