Also, who would you want to see tackle the book?
I would LOVE, LOVE, LOVE to see a new Checkmate ongoing.
As for your second question, just give me Rucka and Saiz again and I'd be happy as a clam.
Checkmate, along with Maxwell Lord, Cadmus, and Brother Eye, will all be appearing in the new OMAC series by Dan Didio...
As long as DC can get Greg Rucka back to write it, sure. Otherwise, not terribly interested.
Certainly not interested in Didio's take on Checkmate, or Didio's take on anything for that matter.
'The marquis. Well, you know, to be honest, he seems a little bit dodgy to me.'
'Mm,' she agreed. 'He's a little bit dodgy in the same way that rats are a little bit covered in fur."
I'd always be interested in a Checkmate book as it's own title, I'm not picking up OMAC just to see them though I'd sooner they'd integrated it with Stormwatch or some of the other Wildstorm characters
Oh, I'd love a new series. I never got around to reading the last one (was only reading Marvel when it was being published).
Top 3: Batman, Wonder Woman, X-force
I loved the previous series right up until the last arc as I simply didn't care about the French woman whose name Ihas even slipped my mind.
I should think if Waller shows up in Suicide Squad in her usual role, and with the reboot deleting things, the chances of her being back in Checkmate and the organisation showing up there are pretty good.
I Will Raise my Throne above the Stars of your Gods
I was bonkers over the Greg Rucka Checkmate series, but I don't think there will be room for a Checkmate series in the new DC.
With Men of War, Blackhawks, Suicide Squad, and Frankenstein, I just don't think there's enough room for another black ops style DCU book. If sales don't work out for two or three of these and they end up getting cancelled, there could be room down the road, but that would generally signal a lack of interest in the genre, so Checkmate probably wouldn't make a good replacement.
I don't think there are any opportunities for a new Checkmate series in the forseeable future.

If DC cannot get Greg Rucka to the write the title, then Eric Trautmann or the team of Nunzio DeFilipis (sp?)/Christina Weir would be a solid choice.
