I haven't read anything with Black Manta for a long time but I'd guess that on land with both having standard equipment, the Panther has a huge advantage, especially if standard equipment means the vibranium armor. Worse yet if the Ebony blade now counts as standard equipment.

He killed Aqua Man's son with a air pocket deal.
Also he just really armed to the teeth.
He is smart enough to build his own gear. That's about it.

Manta killed a woman with his laser vision in a recent Aquaman issue, but I'm sure BP is faster...
