toylines provide budget. action shows need it but i think other genres can do without

Yes, specific shows require the whole "To Sell Toys" marketing gimmick. The other shows rely on ratings and merchandise, but these require toys first and foremost. And since the budgets come from the toy manufacturers, it's important that the toys do well in sales.

While true, I'm beginning to suspect that there might be a business model out there in which you can sell toys but don't need a show to do it. Transformers successfully did this before the movies came out, but I realize that might be an exception simply because of the power of the brand. In Japan however, Super Sentai was dangerously close to cancellation last season because ratings were close to, if not at, an all-time low -- yet toys and merchandise were flying off the shelves so fast that Toei was able to produce two simultaneous series this season.
