I will say this much though, whatever ridiculously low bar of achievement you set, people will a find a way to miss it by a shameful margin. It's pretty simple if you think about it - if you ever managed to mobilize people to do something like this on a large scale, the only real effect would be rising standards across the board. Relative to their peers, people will be no better off than from whence they started, so all that effort essentially amounted to nothing. Having internalized this, people have just decided that the best course of action is just to do nothing instead of being caught in the endless treadmill of self-improvement.
