It's the city of Manhattan getting spider-powers. And the arc is called Spider Island.

16,000 New Yorkers gain Spider-based super-powers. According to host Blair Butler, this includes Hawkeye and the Shocker.
A piece that looks like a cover features the Hulk, Iron Fist, the Thing and Captain America in costumes resembling Spidey's various suits.
Interior pages suggest that Carlie Cooper is one of the people who gains spider-powers.
There was an earlier promo with Mary Jane crawling on a wall, indicating that she too gains powers.
And there's a picture with Peter Parker VS. the Jackal.
J Jonah Jameson places Manhattan under Quarantine.

Are they that desperate for fans to come in ?!?
I mean that just...that just...I want to say it a bad mixture of Batman Inc. with Superman powers gone wrong, but that just too easy.
I mean Dang it, this almost makes even me, a fan of the Spider-man (pre-OMD) character, sick of Marvel top Icon.

original looking idea that i seriously doubt is remotely related either to batman Inc or to supermans various power mix ups? Why not give it a chance?
