That's a tricky question.Like Victor Von Doom,Otto Octavius is a misguided and unappreciated genius.But while Doom covers his own flaws behind the facade of nobility and a sense of honor,Otto is more direct with his madness.I don't remember Otto calling his actions and plots as "evil",but he knew that many of his plots were about killing millions of people just to make a point.Considering that his constant plans were about mass murdering just for the sake of it,Otto was quite of a sick individual.
