I hope it's not Flash that seems kind of Avatar like to do that with him. My guess is it's John Jameson. Considering he's been down the supernatural road before and it sounds like they want to have the Venom series be about fighting monsters and he could probably get a recommendation from Steve Rogers to be part of that kind of government program.
I'm guessing Flash or JJJ's son.

Both Jameson and Flash make sense for this: military background, prominent role in the book of late.
Personally, I'd bet on Flash, though. his history with addiction lends itself well to the idea of having to ration the use of the symbiote.

I'm aiming towards Flash Thompson myself. But on the other hand with John Jameson's extensive experience with dealing with the superhuman community ,as Captain America's pilot, and being in the Avengers support staff. And his own dealings with the negative effects of superhuman powers. The wierd spores he was infected with during a spacewalk, and the whole Man-Wolf embroilio. Then his own experiences with mental problems. After the pendant that turned him into Man-Wolf was removed, he had a bit of breakdown, and checked himself into an institution. Where he was kidnapped by the Scorpion in Amazing Spider-Man Annual#21 , along with JJJ then future bride, Marla Madesen.
