I'm missing Checkmate so I'll put in Talib Beni Khalid as my boss and organizer. You cannot ever ever ever trust someone who's gotten smoochy with Lex Luthor, so Waller's out.

Field Leader: Rick Flag.

Scarecrow: How could he resist? The fear of blood tends to create fear for the flesh. Think of all the amazing terror he'd encounter.

Count Vertigo: He's the civilized one.

Deadshot: I love him in Secret Six, but....

Atomic Skull: Because his name is Atomic Skull, and that is awesome.

Lion-Mane: He fights Hawkman. That's suicidal right there. Also he's a humanoid lion, which is cool. Also, he eats people.

Outsiders:
Green Arrow, Azrael, Black Lightning, Hawkgirl, Black Alice, Dr. Light (the chick), Jesse Quick and Steel

I see lots possibilities here. GA would be the lead, but Az would be like Batman's spy, keeping tabs. BL, duh. Hawkgirl, why not? Alice, is an outsider of sorts due to associating with Secret Six. Dr. Light is an on the outside as she has put herself there, in a way. Jesse, always good to have a speedster. Steel, just when he thought he was out, they pull him back in and good to have a tech guy
