Invader Zim is an alien bent on world conquest. He's disguised as an elementary school kid. Zim speaks in a dramatic evil style. Girr is his robot assistant disguised as a dog.

Zim is one of the best, most subversive cartoons marketed to children. But it's by Jhonen Vasquez, so maybe that goes without saying.
