I don't think that Amon meant that everyone could chi block. But those electric gloves give any Equalist the power to beat a bender in combat without having to train for years to become a Chi-Blocker.

Does anyone think Amon could secretly be of the main or recurring cast? Or his face really is seriously burned like he said? With what I know about antagonist charismatic leaders though, they will always lie about whatever bullshit to gain sympathy.

I guess that sort of makes more sense but that isnt Chi blocking, that's more of knocking some one out and you can do that with a mess of other things.

The electric gloves produce the same effect as Chi-blocking according to Amon, so they not only electrocute people but it blocks benders chi-temporarily as well.
Korra has not done continuos streams of water before. She won in the previous episode by lining up her opponents and using a big-wide blast, but not a stream.
Ya know, I'm surprised that no one's pointed out that for all their whining about oppression, the Equalists don't seem to have much trouble holding their own against powerful benders.
