They have a similar personality because their backgrounds are somewhat similar, plus Cable's the only person Hope's ever talked to for most of her life, and it's natural for a child to try and emulate the parent's behavior. That said, having a similar personality doesn't make them copies of each other, since they have things that differ too - powers, the connection to the Phoenix, their personal relationship with other X-men, not to mention that Hope is still a fresh character and can go in a complete different direction than Cable.
The fact that a writer wants to write a character should be reason enough for him/her to exist, it shouldn't be justified in relation to other characters. But even if all there was to Hope were being Cable in a skirt, the fact that Cable has done so much already for me is enough to put him on the shelf and let somebody else have storylines, even if they could have gone to Cable. To put it simply, he's done enough already. I love Cable a lot but the Second Coming's death was a good ending for the character and a great passing of the torch for Hope. The fact that I want the missions statement of Hope's new book to be the same as Cable's old ones is just part of that, since I want her to become the newest incarnation of Cable, but adding her own personal spin to it, just like any other legacy character.
