I didn't care for the ep too much, myself. Maybe it's because of the long layoff and getting two weeks of Conner/M'gann in a row after that. They're the two least interesting characters to me, more so when they're together. That whole pairing seems forced and way too easy; I like shipping with some fire, so a potential Wally/Artemis pairing is way more interesting, if it happens. But mostly it's not seeing anyone from the team except Conner/M'gann making goo-goo eyes and a little bit of Aqualad after months of waiting. Putting "Targets" and "Terrors" back-to-back was a poor pacing decision in light of the big layoff.
I see where you are coming from. To me it seems that while there is some character progression with Superboy I dont see any progress from Megan. All she is throughout the series is some one dimensional ditzy boy crazy alien.

I would consider it one of my favorite YJ episodes. The Barbara Gordon cameo was a nice touch and Artemis is becoming a interesting character, I knew Cheshire could be related to Artemis but I wouldn't have guessed that twist. Superboy joining Wally in teasing the Red Tornado bots, pretty nice as it gave a more humerous side to Connor. With the Barbara cameo I wonder if that is a way of building up to the possibility that she might team up with the group sometime next season. Robin and Artemis have nice chemistry, especially with their back and fourth banter

What I find weird is that Conner and Wally's taunts against the android were bizarrely accurate. Kid Flash should've in fact been able to vibrate free from that metal he was encased in. And Kryptonians can breathe without air (they do it in the vacuum of space all time), unless were dealing with S:TAS limitations.
