Yes, Batman is even more of a child's wish fulfillment than Spider-Man. And yet when The Dark Knight came out, the cartoon in production was "The Brave & The Bold." (That's about as kid-friendly a show as you can get.)
Stuff like the Adam West series, Superfriends, The Batman, these series (and more) exist.
Face it, it's really not all that different.

Luke Cage continues to get like one moment in an episode.
He never says anything. He gets to punch like one thing and then he just sits in the background.
All he did this episode is what... get turned into the symbiote? yay?
I'm kinda disappointed with this cartoon. It just seemed like a poor mans Teen Titans or Ben 10. It just felt all rather flat. Now the Avengers cartoon was awesome as it was the first season even if it was a dull episode.

If you're looking at it like that, I don't know why you are even questioning why Disney/Marvel aren't using Gwen in the Ultimate cartoon then.
Yes, the loss of Bruce Wayne's parents was an awful thing. But it also liberates him and lets him train to be the awesome Batman.
