So how rich are the Lannisters? Like Bill Gates rich or Department of Defense rich?

They either own or get a cut (via taxes) from every gold mine in the 7 Kingdoms, and a good part of the silver mines as well. So, proportionally speaking, they're closer to the DoD than Gates.

That said, it's said that the true wealth is in the East (just like in Middle Ages, it was in China and India). The Iron Bank of Braavos is known to be much richer than they are.

It seems once he learned about Robert being dead and Ned taken prisoner, was the same time he had to go up north to met Rob and his bannermen. Cersei also wanted to send Ned to the wall, not to kill him. I don't think it ever cross his mind or anyone else's that Ned would lose his head.

This is something I wish GRRM would tell. Who are the richest Houses and how big, population wise, is each kingdom.

As is illustrated by character bits we learned of young joffery in the the books that i won't mention because it's sort of spoilers, but they all knew. And Tywin should have been the city anyway, he had no reason to run the war himself, he ends up going back to King's Landing anyway.
Not as smart as he let on, son was much smarter.
Shit, it turns out Varys and Littlefinger are more intelligent and better at playing the game than the entire lannister family.

IMO, the Red Viper and Barristan the Bold are tied, if not better.

But never crossed his mind that Cersei would allow a chance like that one in the first place. From Tywin's POV, he had the perfect prisioner- sending Ned to the Wall was stupid, and he obviously wouldn't allow it before the war was over.

He had to fight the Starks and Tullys first. He was trying to finish them off first before he had to take on Stannis and Renly. He does go back but only because spoilers:

Cersei fucks herself over her own stupidity, Tywin dies due to his own stupidity and arrogance, Joffery dies because he's a giant little prick. The only main people in the family are Tyrion, in exile, and Jamie, who doesn't seem to give a shit about his family anymore. So im pretty sure that family isn't doing good, and everything bad that happens to them is because of their own doing.

Well, the North did have silver mines, since it was said that White Harbor had a shit load of silver.

He might have, if they could force Ned into telling Rob to make pace. Remember, as far as far as the North knows, the Lannister still have both Sansa and Arya.
