Expect, he didn't. Tywin was already causing havoc in the Riverlands before Cersei took Ned prisoner and power. It seems once he learned about Robert being dead and Ned taken prisoner, was the same time he had to go up north to met Rob and his bannermen. Cersei also wanted to send Ned to the wall, not to kill him. I don't think it ever cross his mind or anyone else's that Ned would lose his head.
This is something I wish GRRM would tell. Who are the richest Houses and how big, population wise, is each kingdom.

Actually Tywin didn't know and doesn't find out until SOS. After Robert's Rebellion, Tywin spends his time at Casterly Rock since he was no longer Hand of the King and not part of the council. It seems he never saw his grandson much and only know from what Cersei told him.
He had to fight the Starks and Tullys first. He was trying to finish them off first before he had to take on Stannis and Renly. Cersei fucks herself over her own stupidity, Tywin dies due to his own stupidity and arrogance, Joffery dies because he's a giant little prick. The only main people in the family are Tyrion, in exile, and Jamie, who doesn't seem to give a shit about his family anymore. So im pretty sure that family isn't doing good, and everything bad that happens to them is because of their own doing.
